The new GovWell Permit Portal makes it easier than ever for residents to apply for and track permits online—no more printing forms, making trips to City Hall, or waiting for updates. With a simple, user-friendly design, residents can submit applications, upload documents, and pay fees all in one place, 24/7. You’ll also receive automatic status updates and messages from staff, so you always know where your permit stands. It’s faster, more transparent, and puts everything you need right at your fingertips—saving you time and hassle.

The Otsego Department of Building Safety oversees all building permits issued while adhering to and enforcing the current MN State Building Code. The city currently contracts with Metro West Inspection Services with plan reviews and inspection scheduling taking place here at City Hall. View the MN State Building Code website.

Flags and Paint in My Yard811 Know Whats Below Call Before You Dig

It means someone in the area is planning to dig and they've contacted Gopher State One Call (GSOC) to file a "locate request". They in turn notify the facility operators who have underground utilities in the proposed excavation area. These operators dispatch locators to the site who mark the location of utilities with different colored flags and paint that correspond to specific utilities.

It's crucial to preserve and maintain the location of flags and paint. Obscured or displaced markings may lead to accidental damage. If you plan to dig, contact GSOC 48 hours before you begin (excludes weekends and holidays). It's free, it's easy and it's the law!
