Formation of the Otsego Fire Department: A Comprehensive Overview
The City of Otsego is on the verge of a significant milestone in its public safety efforts with the creation of its own Fire Department. This move has been in development for over a decade, reflecting careful planning, extensive studies, and a commitment to improving emergency response times and service quality for the community. As the department takes shape, it is important to look at the driving factors behind the decision, the anticipated benefits for the city, and the historical timeline of key events that have led to this point.
Study Findings and Results
The City of Otsego has undertaken several comprehensive studies to evaluate its fire service needs and delivery models. These studies, funded and supported by state and local resources, have played a crucial role in shaping the city's approach to fire protection.
2018 Service Planning Study (PDF)
In 2018, the City applied for and received grant funding from the State Fire Marshal’s Office to conduct a comprehensive Service Planning Study. The goal was to identify optimal locations for future fire stations to ensure efficient coverage and response times across the City.
The study identified multiple scenarios for providing fire services in Otsego. Among these, various configurations of multiple and single-station models were evaluated. After careful consideration, the City decided on a single-station operation as the most efficient and sustainable option for providing fire services. The site located at 75th Street & Odean Avenue was determined to be superior compared to other single-station scenarios based on its location and ability to cover more critical areas within the city efficiently.
2022 Fire Service Delivery Options Study (PDF)
In 2021, the City of Otsego contracted for services to evaluate and plan for fire service delivery options. This study focused on examining various fire delivery models, and two of the models received additional evaluation and discussion with neighboring departments.
As a result of this study, the City Council determined that public safety was a priority for the community, and a motion was passed to approve the formation of a City Department. This strategic move aligns with the City's ongoing efforts to ensure faster, more consistent, and reliable emergency services.

The journey to establishing the Otsego Fire Department spans nearly two decades, involving numerous studies, property acquisitions, and strategic decisions aimed at meeting the City’s growing public safety needs. Below is a comprehensive timeline of the major events that have shaped this process:

The Need for a Dedicated Fire Department
Currently, the City relies on neighboring departments from Albertville, Elk River, and Rogers, along with multiple ambulance providers, which collectively respond to around 1,500 calls annually. However, a closer examination reveals that these numbers are inflated due to the duplication of calls between departments when multiple agencies respond to the same incident.
By adjusting for these duplications, the City estimates that its new department will respond to approximately 858 calls annually. What stands out is that 78% of these calls are medical in nature, highlighting the importance of having a reliable, fast-response service within Otsego itself. At present, the response times are inconsistent, with some incidents seeing delays of up to 20 minutes for suppression apparatus, particularly in larger incidents such as structure fires. Often, a single firefighter or SUV unit arrives first, but the main suppression force can be delayed by six minutes or more after the initial unit's arrival, leading to significant delays in addressing critical fires.
This delay, exacerbated by the volunteer nature of the current contracted departments, is one of the core reasons for the formation of a local department. With Otsego’s own team, response times will be improved by up to 50%, ensuring that fire and medical emergencies are addressed more swiftly and effectively.
One key feature of the new department will be an enhanced immediate EMS-trained response capable of lifesaving measures while awaiting the arrival of EMS transport units. This improved level of service is designed to provide critical care during the crucial first minutes of a medical emergency, particularly in situations where time-sensitive interventions are needed.
Fire Prevention: Engaging the Entire Otsego Community
A pivotal aspect of the new Otsego Fire Department is its commitment to fire prevention. Rather than simply responding to emergencies, the department will focus heavily on preventing them through outreach, education, and proactive engagement with the entire community.
Tailored Engagement with All Age Groups
Fire Prevention efforts will be tailored to meet the needs of various age groups:
- Children and Students: Educational programs will teach fire safety and the role of first responders through interactive school visits, safety drills, and fire station tours.
- Teens and Young Adults: This group will be involved in community volunteer opportunities and will receive life-saving training, including basic first aid and CPR.
- Adults and Families: Workshops on home safety, emergency preparedness, and fire drills will be hosted to ensure that residents are ready to act in emergencies.
- Seniors: Special programs will be designed to reduce risks in senior homes, such as smoke detector installations and fall prevention initiatives.
Business Engagement
Local businesses are vital to Otsego’s economy, and the fire department will work closely with them to ensure workplace safety. Fire safety audits, training, and evacuation planning will be provided to businesses to prepare employees for emergencies. These efforts will foster partnerships between the fire department and local businesses to ensure compliance with fire codes and establish clear, efficient evacuation procedures.
Engaging Visitors to Otsego
The Fire department will also focus on public safety during local events, festivals, and gatherings. On-site fire safety teams and proactive education at these events will help ensure that visitors, too, can enjoy a safe experience in Otsego.
By addressing risk through engagement and education, the department will foster a safety-first mindset throughout the community, reducing incidents and making Otsego a safer place to live, work, and visit.
Looking Ahead: A Safer, Stronger Otsego
The formation of the Otsego Fire Department marks an important moment in the City’s public safety history. With operations expected to begin in 2027, the community can follow project updates on the city website and through council meetings. Years of strategic planning, property acquisitions, and detailed studies have laid a solid foundation for a department that will prioritize the safety and well-being of Otsego’s residents, businesses, and visitors.
- 2024: Contracts for the construction of the Fire Department are awarded, and financing is issued.
- 2025: Groundbreaking for the new fire station (took place May 28th, 2025)
- 2026 (Pending): Completion of the fire station, delivery of apparatus, and recruitment of career and paid-on-call personnel will follow.
- 2027 (Pending): The Otsego Fire Department officially begins operations.
The formation of the Otsego Fire Department marks a critical turning point in the City's commitment to public safety. Years of research, strategic planning, and collaboration with experts have set the stage for a department that will provide faster, more reliable, and comprehensive emergency services tailored to Otsego's unique needs. The decision to form a local fire department is not merely about responding to emergencies; it's about being proactive engaging the community, preventing incidents, and fostering a culture of safety.
By improved response and community service delivery the new department will dramatically improve outcomes for both fire and medical emergencies. This is particularly vital in life-threatening situations where every second counts. Moreover, the department’s dedication to fire prevention initiatives will help educate and engage all segments of the population, empowering citizens to prevent emergencies and respond effectively when they do occur.
As Otsego continues to grow, the fire department will be an indispensable asset, ensuring that the City is not only prepared for today’s challenges but also well-equipped to handle future demands. This new department symbolizes more than just an improvement in service; it is a forward-thinking investment in the safety, resilience, and well-being of the entire Otsego community. The foundation has been laid, and the city is poised to enter a new era of enhanced protection, ensuring that Otsego remains a safe and thriving place for generations to come.
